The community-based paralegal movement came about in response to the need to promote and protect human rights and to provide greater access to justice in grass root communities, particularly for marginalized, less privileged, and poor residents. Paralegal services also promote greater accountability of the justice system. Through the services of community-based paralegals, legal aid and legal advice are made more widely available, especially to women living in rural communities.

Where people do not have access to justice, they become more vulnerable to human right abuses. While it is the duty of governments to promote, protect and fulfill the rights for all citizens, citizens also have a correlating right and a duty to hold governments accountable to the fulfillment of this duty.

Paralegal training is no longer a new innovation in Nigeria with the training of paralegals by various Non Governmental Organizations (NGOs) for upwards of fifteen years. Although paralegals have been trained for these long there has been no harmonized form of neither training nor training content to standardize the level of training being carried out by the various organizations involved in the training of paralegals nationwide.

This manual is specifically tailored to respond to the gaps identified in the 2009 study by Global Rights entitled “Assessment of women’s priority legal needs in Northern Nigeria” and is designed for community-based
organizations, activists and opinion leaders in grass-root communities. It includes detailed information that can facilitate learning and increase the knowledge base of community activists on women’s access to justice,
human rights and the rule of law.

The purpose of this paralegal training manual is to provide basic instructions and skills for would–be community-based paralegals in Northern Nigeria to offer legal first aid to victims of human rights violations. It took into cognizance the fact that accessing justice goes beyond access to the courts and law enforcement, it realizes that community-based from law enforcement agents and seeks redress where their rights have been abused.
